New Mjuka is undergoing several stages of terraforming. Here, engineers look at plans for a waterfall. You can see they also plan on habdrills similar to those found on Sanity IV. Until a complete atmosphere has been formed, workers on New Mjuka will remain either inside the domed cities, or wear habsuits similar to the ones worn by these engineers.
Note the symbols on their uniforms. The upward facing arrows and rocket on the helmet represent the Terraformer's Circle of Fellowship [TCF], an exclusive membership for engineers involved in creating new worlds. The Fist symbol on the other engineer's sleeve represents the Conqueror, Her Majesty Rheyn Destoiya.
The mountain range visible in the upper right section of the planet's image are some of the highest in the empire. The TCF hosted parties on every terraformed world to celebrate the first snow on New Mjuka. It fell only in the mountains.
